Composition

Numbers

  • The total number of members in the local constituency of each city and province is twice the number of the local boroughs, cities, and counties in the jurisdiction. (When the borough, city, or county is constituted of 2 or more constituencies, this refers to all the constituencies. When the constituency does not agree with the electoral district due to a change of administrative district, this refers to the administrative district). This number can be adjusted to within 11% depending on the population, topography, traffic, and other conditions. However, the number of local council members in a borough, city, or county should always be at least one.
  • The current number of council members is 64, including 58 elected members and 6 proportional representatives.

Chairperson

  • The term of the chairperson is two years. The chairperson will be elected by a secret vote in a council meeting, with the majority of votes when the majority of the incumbent members are in attendance.
  • The chairperson represents the council, adjusts the proceedings, keeps order in the hall, and supervises the council’s affairs.

Vice Chairman

  • There are two vice chairmen who act as subrogate in the chairman’s absence. The term of a vice chairman is two years, and they will be elected majority of votes with the majority of incumbent members attended.

Committeepersons (Presidents)

  • These consist of 7 standing committeepersons in the following areas: steering committee, planning and administration, education, agriculture, maritime and fisheries, economy and the environment, architecture and firefighting, and cultural welfare. The term of a standing committee person is two years, and they are elected at a meeting with a majority of the votes when the majority of the incumbent members are in attendance. The vice committeepersons will be elected in each committee by a mutual vote.

Secretary General

  • The secretary general oversees the affairs of the council according to the chairman’s orders and supervises the public officials that belong to the council.

Experts

  • Experts manage their duties according to the committeeperson’s orders in the concerned committee and supervise the staff.

  • Matters concerning the Council Steering Committee
  • Matters under the jurisdiction of the secretariat
  • Matters regarding the ordinance and regulations of the council

Planning and Administration Committee

  • Matters under the jurisdiction of the Planning & Coordination Office, the Public Information Office, the Audit & Inspection Office, the Administration Bureau, and other sites that are under their supervision
  • Matters under the jurisdiction of the provincial colleges
  • Matters under the jurisdiction of the Human Resources Development Institute
  • Matters under the jurisdiction of the Gyeongnam Development Institute

Education Committee

  • Matters under the jurisdiction of the education offices

Agriculture, Maritime and Fisheries Committee

  • Matters under the jurisdiction of the Farming Bureau, the Maritime and Fisheries Bureau and the sites that are under their supervision
  • Matters under the jurisdiction of the agricultural research services

Economy and Environment Committee

  • Matters under the jurisdiction of the Future Industry Office, the Economic Support Bureau, the Environment and Forest Bureau and the sites that are under their supervision
  • Matters under the jurisdiction of the Health Environment Research Institute
  • Matters under the jurisdiction of Gyeongnam Trading Inc.

Architecture and Firefighting Committee

  • Matters under the jurisdiction of the Disaster, Safety, and Construction Office, the Urban Traffic Bureau, the Fire Department, the Western Development Office, and the sites that are under their supervision
  • Matters under the jurisdiction of the Gyeongnam Development Corporation and the Traffic Culture Training

Cultural Welfare Committee

  • Matters under the jurisdiction of the Culture, Tourism, and Sports Bureau and the sites that are under their supervision
  • Matters under the jurisdiction of the Welfare and Health Bureau, the Women’s & Family Policy Bureau, and the sites that are under their supervision
  • Matters under the jurisdiction of the Masan Medical Center
  • Matters regarding support of the Gyeongnam Provincial Police Agency

Special committee

  • The activities of the special committee are organized by the decision of a general meeting in order to examine a special agenda
  • The examination of a draft budget by the special committee on budgets and accounts is organized in order to examine the budget and accounts of the provincial government and the education office
